Andrew Kilburn

Andrew Kilburn was born in Leeds and has a degree in Political Studies from Leeds University.

He began his working life as a Residential Child Care Officer in Birmingham and subsequently worked in Leicestershire and then Manchester for eleven years in various roles in the Chief Executive’s Department. 

He became Head of the Policy Unit in Oldham in 1990 and in 1995 moved to the new unitary authority in Redcar and Cleveland, as its first Chief Executive. 

In 1999 he returned to Oldham as Chief Executive and took up the same post in Waltham Forest in October 2008.

Andrew has an MBA from the Open University and a Certificate in Executive Coaching.  He has also been presented with an Honorary Doctorate by Huddersfield University.
